I. BACKGROUND

Following the incident outlined in Operation Tax Evasion, intelligence recovered from IRS agents indicated that the tin can used as bait was later recovered from Subject Sheepy’s possession. Upon analysis, the can exhibited anomalous rust patterns consistent with previous field encounters involving “flavored” rust — a phenomenon Sheepy has demonstrated a preference for (See Tin Can Acquisition Protocols, 2019).

Surveillance intercepts suggest Sheepy has initiated “Operation Rust Harvest”, a sustained and covert acquisition of rust-coated metallic objects across multiple jurisdictions. Collected materials appear to be stored within Subject’s anomalous “wool void” (Ref. Wool Storage Phenomenon, SHEEPY ANALYSIS).

 

II. OBJECTIVES OF OPERATION (Inferred)
